La place des opérateurs dans la gouvernance de la sûreté du transport aérien : l'exemple de l'inspection filtrage des passagers et de leurs bagages

Abstract : Air traffic safety is defined by the International Civil Aviation Organisation (ICAO) as a combination of measures and human and material resources intended to safeguard civil aviation against acts of unlawful interference. In order to ensure the safety of air transport, the competent authorities adopted a number of policies to reduce such malicious threats. One of these was screening passengers and their baggage. It consists of using the necessary technical equipment to identify and/or detect weapons, explosives or other dangerous devices, substances or articles, which passengers might bring inside an airport terminal or aircraft with view to committing a criminal act. In France this activity has been delegated to security agents employed by private security companies. This article looks at the context, terms and conditions of how this regalian mission was privatised.
