Failures in the automation of air traffic control

This paper tries to : (a) explain what is meant by "automation of air traffic control" (b) explain the "ground/air", "centralized/decentralized" debate (c) list all attempts made to date to automate air traffic control, and (d) finally demonstrate that there has never been a serious attempt to automate air traffic control.
